Second Arrest Made in Deadly Hit and Run Investigation

The Columbia Police Department’s Traffic Safety Unit (TSU) has made a second arrest in connection with last week’s deadly hit and run collision involving a moped on Two Notch Road.

This morning, Xavier Ivy Hall (DOB: 12-22-1982) turned himself in to CPD officers and is charged with Hit and Run Involving Death, Failure to Provide Information and Render Aid, and Driving Vehicle Too Fast for Conditions.

He is currently housed at the Alvin S. Glenn Detention Center (ASGDC). Hall was allegedly driving a GMC Yukon at the 3400 block of Two Notch Road on Thursday, February 8, 2018 when he hit the back of a moped.

Investigators believe that impact caused the male and female victims to be ejected and fall to the ground.

The female victim was hit by a second vehicle, allegedly being driven by William Washington.

 Washington (DOB: 6-3-1945) was arrested last week and charged Felony Hit and Run and Failure to Render Aid and Provide Information.

The female died as a result of her injuries. She was pronounced deceased at a local hospital the next day. Richland County Coroner Gary Watts identified the victim as  58-year-old Edwina Walker.

All persons arrested/charged are presumed innocent until or unless proven guilty in a court of law.
