Effective April 5, 2022 all Rental Renewals will expire annually on December 31st

Columbia City Council gave final reading approval of Ordinance 2015-099 on April 19, 2016 with an effective date of July 1, 2016, which establishes that every residential rental property within the City must have a Residential Rental Permit prior to allowing occupancy as a rental unit.

If you and/or your organization have or plan to rent a residential unit after July 1, 2016, you must apply for a permit. Applications can be submitted by mail, fax or online. To submit an application by mail or fax, use the following information:

To make a request online with the option to make a payment, complete and submit the Residential Rental Application via email to [email protected] Once approved, you will be able to submit an online payment at http://access.columbiasc.gov/selfservice. When receipt of payment is confirmed, a permit will be mailed to you.
